Driving home this evening, I came to a T intersection in the must-turn direction. Three traffic lights face the direction I was coming. The left-most light had both solid green and green left turn bulbs illuminated. The middle had a solid green. The right-most light was marked right turn light and no turn on red. It was red. I was trying to turn right. I was rather confused.

In all likelihood, I could have turned right. There is no vehicle movement possible that would have conflicted with my turning. Sight distance turning right is very poor, and it is conceivable that a pedestrian could have activated a walk signal and so the stop to right turns protects the crosswalk. But it seems very poor signaling design to have solid greens coexist with the red in this situation; showing green left arrow on the left, solid red in the middle, and solid red on the end would be much less ambiguous.
